Graduate of University of Illinois with a B.S. in Computer Science. Has a master of Business Administration from Northwestern University School of Management. With 25 years of experience on information systems and development, was recognized as the CIO of the Year ORBIE Award 2019. 

Served CME Group for 11 years as the Managing Director of Post Trade Technology; after that Mr Hoag was Chief Technology Officer for NextTier Education and later for Halo Investing, Inc.  David is currently the Chief Information Officer of OCC. Joined Ellsworth Partners LLC, as a non-managing partner in 2021 after participating as an investor in several acquisitions and developments of the company.
